CleanBC | Up to $16,000 for Heat Pump Upgrades

BC’s Income-Qualified Homeowners Can Get Up to $16,000 Back on a Heat Pump — Here’s How

The CleanBC Better Homes Energy Savings Program is one of the most generous home upgrade programs available to BC residents — but it’s income-qualified, which means most homeowners don’t even know they’re eligible. If your household income falls within the program’s thresholds, you could receive up to $16,000 toward a heat pump installation, plus additional rebates for insulation and windows. Here’s everything you need to know.

This Program Is Designed for You — If You Qualify

The CleanBC Better Homes Energy Savings Program has three income levels (ESP1, ESP2, and ESP3), and eligibility is based on the total number of people in your household and your combined pre-tax annual household income. The income thresholds are more generous than many families expect:

  • 1 person: ESP1 up to $47,007 | ESP2 up to $61,697 | ESP3 up to $99,891
  • 2 people: ESP1 up to $58,522 | ESP2 up to $76,810 | ESP3 up to $124,358
  • 3 people: ESP1 up to $71,945 | ESP2 up to $94,428 | ESP3 up to $152,884
  • 4 people: ESP1 up to $87,350 | ESP2 up to $114,647 | ESP3 up to $185,620
  • 5 people: ESP1 up to $99,072 | ESP2 up to $130,032 | ESP3 up to $210,528
  • 6 people: ESP1 up to $111,735 | ESP2 up to $146,653 | ESP3 up to $237,438
  • 7 or more: ESP1 up to $124,402 | ESP2 up to $163,277 | ESP3 up to $264,353

A significant portion of Lower Mainland households fall within these thresholds and don’t realize it. If your income qualifies, the rebates under this program are substantially higher than what BC Hydro’s standard rebate program offers.

How Much Can You Receive?

Rebate amounts depend on what fuel source you’re currently heating with and which income level you qualify for. Here is a breakdown by heating type:

Converting from Electric Heating (e.g., baseboards):

  • Any heat pump type: up to $5,000 (ESP1) or $4,000 (ESP2)

Converting from Wood or Solid Fuel:

  • Any heat pump type: up to $5,000 (ESP1) or $4,000 (ESP2)

Converting from Natural Gas or Propane:

  • Single-head mini-split: up to $7,500 (ESP1) / $5,500 (ESP2) / $4,000 (ESP3)
  • 2-head multi-split or 2 single-head mini-splits: up to $14,000 (ESP1) / $10,500 (ESP2) / $8,000 (ESP3)
  • Central ducted or 3-head multi-split: up to $16,000 (ESP1) / $12,000 (ESP2) / $10,500 (ESP3)

Converting from Oil:

  • Single-head mini-split: up to $10,000 across all income levels
  • 2-head multi-split or 2 single-head mini-splits: up to $14,000 (ESP1) / $10,500 (ESP2) / $10,000 (ESP3)
  • Central ducted or 3-head multi-split: up to $16,000 (ESP1) / $12,000 (ESP2) / $10,500 (ESP3)

Rebates cover 100% of eligible upgrade costs up to the maximum — meaning if your installation comes in under the cap, the program may cover the entire invoice.

Additional Rebates You Can Stack

Heat pumps are not the only upgrade covered. Eligible ESP1 and ESP2 participants can also receive:

  • Insulation: Up to $5,500 total per home, across attic, exterior walls, basement, crawlspace, and other areas
  • Windows and doors: Up to $9,500 per home (95% of costs for ESP1, 60% of costs for ESP2; not available within the City of Vancouver)

You can receive rebates for a heat pump, insulation, and windows all from the same application — as long as each upgrade is completed by a Registered Contractor and submitted within six months of the invoice date.

Important: Pre-Registration Is Mandatory Before You Buy Anything

This is the step where most homeowners lose their rebate. You must pre-register and receive an eligibility code before any equipment is purchased or any work begins. Eligibility codes are valid for six months from the approval date. If you purchase a system before receiving your code, you will not be eligible for the rebate — no exceptions.

Additionally, your home must meet the following general requirements to qualify:

  • It must be your year-round primary residence in BC and at least 12 months old
  • It must be a detached single-family home, secondary suite, permanently fixed mobile home, duplex, triplex, row home, or side-by-side townhome — condominiums and apartment buildings are not eligible for this program
  • It must be connected to a residential utility account with BC Hydro, FortisBC, or select municipal utilities
  • The property’s assessed value must be at or under $1,200,000 for ESP1 and ESP2 participants registering on or after April 1, 2026, or at or under $1,820,000 for ESP3 participants
  • All work must be done by a Registered Contractor approved under the CleanBC Better Homes Energy Savings Program — self-installations are not eligible

Why the Right Contractor Changes Everything

This program has detailed technical requirements that go far beyond simply installing a heat pump. The system must maintain 22°C throughout all living spaces at outside winter design temperatures, and a CSA-F280-12 Heat Load Calculation may be requested by the program to confirm correct sizing. If your system is undersized, improperly documented, or installed by a contractor who isn’t registered under the program, your application will be denied.

Choosing a contractor who is both a Registered CleanBC contractor and deeply experienced with rebate applications is the single most important factor in whether you walk away with the full rebate you’re entitled to.

Why TEK Climate Is the Right Partner for This Program

TEK Climate is one of the select few fully accredited HPCN and TECA-certified contractors in the Lower Mainland — the certifications required to process rebate applications under programs like CleanBC Better Homes Energy Savings. We’ve helped Lower Mainland homeowners claim over $6 million in government HVAC rebates over the past decade, averaging 100 installations per year, and we know exactly what these programs require to get approved on the first submission.

Here is what makes working with TEK Climate different from calling a generic HVAC company:

  • CleanBC Registered Contractor status — Without this, your rebate cannot be processed. We hold the registrations required to submit applications on your behalf
  • End-to-end rebate management — We handle pre-registration, income documentation guidance, heat load calculations, application submission, and follow-up — so you don’t have to manage the paperwork
  • Multi-program expertise — We assess your eligibility across BC Hydro’s standard rebate program, CleanBC Better Homes Energy Savings Program, and other available incentives, so you never miss a rebate you qualify for
  • Dual brand expertise — As both a Lennox Premier Authorized Dealer and a Mitsubishi MEQ Certified Dealer, we recommend the right equipment for your home — not just whatever a single brand offers
  • Honest, upfront pricing — Your quote clearly shows the rebate being applied and your out-of-pocket cost before any work begins. No surprises
  • First-year performance guarantee — If your new system doesn’t perform as expected within the first year, we make it right
  • 10-year labour warranty with first-year maintenance included
  • 25 years of industry experience serving homeowners across the Lower Mainland

We’re a local, family-owned business — not a rotating crew from a corporate chain. Our 4.8-star average customer rating is built on referrals and repeat clients who trusted us with their homes and their rebate money.

How the Process Works

  1. Free in-home consultation and quote — We assess your home, your current heating system, and your household situation to confirm your income level eligibility and recommend the right upgrade

  3. Pre-registration and eligibility code — We help you submit your pre-registration to CleanBC before any equipment is ordered, securing your eligibility code
  4. Professional installation — Our certified technicians install your system to CleanBC’s exact technical standards, including correct sizing, wiring, thermostat setup, and airflow requirements
  5. Rebate application submission — We prepare the full application, including all required documentation, and submit it within the six-month window on your behalf
  6. System walkthrough and ongoing support — We walk you through how everything works, assist with warranty registration, and remain available after the job is done
